Mobile banking in Korea is not just an app download. A working setup depends on several layers agreeing with one another: your bank account, identity record, Korean phone verification, security method, and the phone or app currently registered to you.
That is why “the banking app does not work” is too broad to diagnose. This guide treats mobile banking as a setup chain and shows where to look when that chain breaks.
1. The Four Layers Behind a Working Banking App
If balance viewing works but transfers fail, reinstalling the app may solve nothing. The login layer already works; investigate transfer authorization, limits, account restrictions, or transaction verification.
2. Set Up Mobile Banking as a Chain, Not a Download
Setup sequence
A. Confirm internet/mobile banking is enabled for the account.
B. Install the bank's official app from a legitimate app store.
C. Complete the bank's identity/customer verification.
D. Register the required authentication or security method.
E. Log in and confirm the correct account appears.
F. Test one small domestic transfer before relying on the app for a deadline payment.
The exact screens differ by bank. The important test is not whether the app opens, but how far through this chain you can proceed successfully.
3. Identity Verification: Find the Record That Does Not Match
A foreign resident can have a valid account and still fail an app verification step. Ask which record is being compared with which .
| Possible mismatch | What to inspect |
|---|---|
| Name | Spelling, spacing, order, and whether bank and mobile-carrier records identify you consistently. |
| Residence information | Whether the bank's customer record reflects your current residence information. |
| Phone ownership | Whether the number is registered in a form accepted by the verification process. |
| Recently changed information | A new phone number or changed customer information may require the bank record to be updated first. |
4. Login Failure and Transfer Failure Are Different Problems
| What works | What fails | Investigate first |
|---|---|---|
| Nothing / cannot log in | App access | Service registration, login credential, device registration, authentication method. |
| Login + balance | Domestic transfer | Transfer enrollment, security authorization, transfer limit, account restriction, transaction verification. |
| Domestic transfer | Overseas remittance | This belongs to Part 5 rather than ordinary app setup. |
| Bank transfer | Third-party wallet | This belongs to payment-service linking/verification in Part 8. |
5. A Transfer Limit Is Not an App Failure
A transaction can be blocked while mobile banking itself is working correctly. Limits can depend on the account, security method, channel, anti-fraud controls, and bank settings.
This guide deliberately avoids publishing one “Korean mobile banking limit” because there is no single figure that safely describes every bank, security method, account, and customer.
6. Changing Phones Is a Security Migration
A new phone may require device registration, credential transfer, reissuance, or identity verification. Treat it differently from reinstalling an ordinary app.
Before wiping the old phone
□ Confirm the new phone can receive the number used for verification.
□ Check whether credentials must be transferred or reissued.
□ Make sure you retain the login/account information needed for recovery.
□ Complete a login and a small transaction on the new device.
□ Remove banking data from the old device only after the new setup works.
7. Changing Your Phone Number Can Break More Than SMS
A phone-number change may affect identity verification, alerts, recovery, or device registration. If possible, update the bank while the old number is still accessible. If it is already unavailable, use the bank's official recovery procedure rather than repeatedly retrying with outdated information.
8. Use the Exact Error to Choose the Next Action
| Symptom | First action |
|---|---|
| Identity verification failed | Compare bank identity data with the phone/verification record and save the exact error text. |
| Certificate/authentication unavailable | Check whether the credential expired, was deleted, or needs reissuance on this device. |
| Transfer limit exceeded | Check current channel/security limits; reinstalling the app is not the first fix. |
| Account unavailable for transfer | Check account restrictions or transfer-service status with the bank. |
| App crashes before login | Now check app version, OS compatibility, permissions, storage, and reinstall options. |
9. Security: Your Phone Is Also a Banking-Control Device
Never install a banking or remote-control app from a link sent by an unknown caller or message. Never disclose OTP values, certificate passwords, app PINs, or one-time verification codes to someone who says they need them to fix your account.
10. Know When to Leave Part 4
| Actual problem | Use this guide |
|---|---|
| Account itself is restricted or was not fully usable after opening | Part 1 · Bank Account |
| Physical/check-card function fails | Part 2 · Debit Card |
| Sending money outside Korea | Part 5 · International Transfers |
| Third-party wallets/payment services | Part 8 · Digital Payments |

Verification focus: bank-specific mobile/internet banking registration and authentication, transfer/security controls, customer verification, and official financial-consumer support.
Deliberately not universalized: one document list, one certificate type, one transfer limit, or one registration sequence for every Korean bank.
